WEAPONS MASTER: Recent reports from operatives placed within the criminal underground confirm that a new power broker has begun operations in the Southwestern United States. Named The Weapons Master, this figure has begun competing with A.I.M. to supply super-human criminals with high tech armament. The Weapons Master currently only accepts contracts from power enhanced individuals and has turned down lucurative deals from several terrorist groups. Rumors suggest that he has moved into the power vacuum created by Dr. Flagg's recent demise and has nearly doubled his activities as a result.
Top Priority should be given to any leads concerning The Weapons Master or activites leading to the disruption of his enterprises. A number of power enhanced beings are known to have received power upgrades in the last month.

ENHANCED FEMALES: A recent study of super-human criminal activities has shown a migration of power enhanced beings from the East Coast to the Southwestern United States. Moreover, the number of super-criminals who base their operations in the southwest has doubled. Also troubling is the increased number of females with power enhancements.

DR. FLAGG: The recent efforts of SHIELD and The Star Guard to assault the fortified base of Dr. Flagg were revealed to have been successful and the Mexican base has been deactivated. The Mexican Army has lodged a protest with the United Nations but SHIELD Director; Col. Fury, stated that UN Resolution 308 was followed to the letter. The unfortunate death of Dr. Flagg was attributed as a result of cancer and not the battle that involved Armadillo, Eel, Frenzy, Vertigo and Whiplash. A UN force led by troops from Liberia and The Sudan are investigating the site.

ARTIFACTS: A breakin at the Argentina Museum of Natural History on August 10 has the earmarks of super-normal activity. A recent shipment of artifacts from a dig supervised by Dr. Stevenson was found missing and a 10' hole melted completely through the top four stories of the museum. Three guards were later found wandering the streets with no memory of the last four days. Dr. Stevenson was also recently reported missing.

HOMELAND SECURITY: The Secretary of Defense reminds all Sanctioned Enhanced Beings that the recent upgrade to Orange Alert Defense Status should be taken very seriously. Threats to the infra-structure of the United States have been reported and the NSA has concluded that an attack by power enhanced beings supporting terrorists is highly probable.
