All Law Enforcement Organizations be on the look out for Dr. Charles Flagg who is wanted in connection with the abduction of various individuals and the experimentation upon said individuals in his White Sands Laboratory. Dr. Flagg is a renowned Geneticist and may be attempting to set up a second laboratory in a foreign country. Dr. Flagg was a respected scientist and an instrumental researcher in the Genome Project and advisor to the NSA. The bodies of two of his assistants were recently found in the Nevada desert. He is to be considered armed and dangerous and has violated National Security.

At least 5 individuals were abducted off the interstate highways in Arizona and Nevada. These people were secretly taken to the White Sands facility and subjected to mutagenic irradiation experiments by Dr. Flagg and four associates. Two of these associates have been murdered. Other researchers at the facility involved in the experiments have been cleared of all charges. Their testimony indicates that they were made to sign non-disclosure documents and threatened by individuals representing themselves as NSA operatives. Dr. Flagg's research involves gene splicing and mutagenic enhancement.

The Five individuals subjected to these experiments have been hideously deformed and turned over to The Vault for treatment by The Star Guard. (See EBTN.SG61.0822) The subjects were diagnosed by experts in the fields of genetics and medicine. Their prognosis was rapid degeneration due to unstable genome linkage. A controversial treatment program was initiated by Dr. Simon Trent who based his adaptive treatments on notes left at Dr. Flagg's facility and involved large doses of specific spectrum radiation as well as a modified Super Soldier serum held in storage. As this was the subject's only hope of survival, approval was given for the treatments. The subjects responded beyond expectations to the treatments, their genetic structures stabelizing and adapting to the previous gene splicing. A sixth individual was also given the treatment when his prognosis indicated he would die in a matter of hours. Subject was pronounced dead but re-animated a week later when burial services were scheduled. This subject is mentally unstable and has taken to calling himself "Zombie". Subjects remain bitter at their status of "protective custody" and no longer respond to their real names, rather using names they were called by other inmates and, unfortunately, several of the researchers. Treatments have been stopped due to the unexpected development of strong psychic powers exhibited by the subject known as Ogress despite their demands for more treatments. Subjects have been moved to Class Three Containment Cells as a precaution.

Northern Raids Continue - Three super-powered individuals continue to successfully raid shipments of high tech, high end consumer goods. Originally confined to the Seattle and Washington State area, the raids have broadened to include Oregon and Idaho. Three agents wearing Mandroid Armor were attacked and defeated when escorting one particularily valuable shipment. Again, those at the scene of the attack suffered memory loss and halucinations. A video record, however, revealed the identities of the suspects.
